We carefully investigate the development of axion perturbations while they are outside the horizon. Both in the case of an inflationary universe and in the standard big bang cosmology the main contribution to axion energy density fluctuations at horizon crossing are those impressed on the axions by the geometry, i.e. by the original adiabatic variations in the radiation field. The other sources of fluctuations, Hawking radiation in an inflationary universe and large scale variations in the angle of Peccei-Quinn symmetry breaking in the standard scenario, are subdominant effects. Our analysis is generic for all decoupled heavy neutral particles.
