A full-disk neutral-line analysis technique and the relationship of solar active regions to the large-scale magnetic features are discussed. A classification of basic configurations and variations on these configurations are developed to aid in the prediction of development/decay of active solar regions. Examples of these configurations are presented and are discussed in terms of the evolution of actual disk regions.
