A quantitative diagnostics method is proposed for proton flares. The method is applied to the determination of the maximal intensity of microwave bursts at a frequency of 3 GHz. The intensity and longitudinal attenuation functions obtained for this parameter can be used to evaluate the maximum intensity of near-earth proton fluxes with allowance for the heliolongitude of flares and tne conditions for the escape of particles into interplanetary space.
