Riometers are primarily sensitive to precipitating electrons in the upper atmosphere with energies of the order of 10 keV. It is shown that the filling factor of a riometer directivity pattern by fluxes of precipitating electrons has a significant effect on its readings. As the filling factor decreases, the observed absorption decreases, and vice versa. An algorithm is obtained which relates the ratio of observed absorption and squares of the riometer frequency to the filling factor of the directivity pattern.
