A method is proposed for determining the orbit parameters of an earth
satellite using angular measurements from a spacecraft that has known
orbit and attitude parameters. It is noted that this method is suitable
for the case of short-duration observations. Formulas for calculating
the rms errors associated with the parameters estimated are presented.
