Some of the key parameters that significantly affect the overall architecture of a system that is being designed to measure frequency or time accuracy to 3 by 10(exp -18) are examined. Specifically, the following are investigated: the timing errors in signal transmission for distances up to 100 m; the effect of changes in temperature and RF amplitude on timing (low frequency) errors in several available phase detectors; and the influence of measurement algorithms on the allowable level of white phase noise in the system as a function of the carrier frequency.
