The design considerations for a particle array of approximately 5000 km2 area are discussed. An array of 1215 12 m2 scintillator detectors on a graded hexagonal grid spacing is proposed as a major `back-bone' detector for such a facility. Preliminary results of experimental studies to achieve a specific array design are presented. The performance of the array is assessed by simple simulation studies.
