The telescope consists of three Cerenkov detectors, two scintillators,
and a drift chamber. The two versions are evaluated with regard to
geometry and flux, and orbit and attitude restitution requirements. The
interface requirements are outlined, and the status of development and
planning is given, including the design of the balloon-borne prototype.
