By postulating that the non-hydrostatic features of the Earth's gravitational potential are due to harmonic undulations of a nearly spherical internal surface with a density contrast, and that the stresses arising at this surface are of comparable magnitudes for all harmonic terms, it is found that the density anomalies responsible for the geoid must be in the upper mantle, at depths less than 1000 km.
