An analytical technique for constructing the matrix of correlation coefficients (MCC) in the classical-elements approach to semidynamic problems in celestial mechanics is described and demonstrated, generalizing the results reported by Kabelac (1984). Elements designed to have a weighting-coefficient matrix as close as possible to the diagonal matrix are introduced, so that the MCC is as close as possible to the unit matrix. The elements are characterized mathematically; line-of-sight adjustment procedures are explained; and numerical results for three types of satellite orbits are presented in tables.
