The paper considers the collisional relaxation of an ion-beam in a plasma with an extremely strong magnetic field. The presence of a drift of the background electrons with respect to the background ions is included, giving rise to enhanced ion-sound fluctuations. It is shown that the influence of the magnetic field on the orbit of the beam-ions enables these ions to scatter off the enhanced fluctuations. Further, once deflected from their motion parallel to the field, the beam-ions undergo a relatively rapid collisional relaxation.
