Einstein-Cartan theory is examined with the most general form of the tensor that is compatible with cylindrical symmetry and its independent components, and the Einstein-Cartan-Maxwell field is solved for tensor values that do not equal zero. The value of the tensor is found to diminish from 24 to 12 for the general case, and only one nonvanishing component is found for the classical description of spin in comoving coordinates. The field equations are solved for the case where the tensor Q(4)12 is not zero, and this is matched to solutions on the boundary.
