This paper deals with the transfer of cyclotron radiation in a magnetized plasma in an inhomogeneous magnetic field. The transfer equation in the limit of a strongly inhomogeneous magnetic field (if the inhomogeneity scale is much greater than the gyroresonant layer thickness) is derived. This limit is analogous to Sobolev's approximation in the theory of moving stellar envelopes. Detailed qualitative analysis of the solutions is made. The results are useful in the analysis of the observed spectra of neutron stars: gamma-burst sources and X-ray pulsars.
