This paper considers the electrostatic ion cyclotron wave instability and the associated evolution of the electron distribution as an initial value problem when the cyclotron damping is included. Quasi-linear equations including cyclotron damping on the ions are used to investigate and contrast two situations: (1) initial value problem in an infinite homogeneous plasma, and (2) open configuration with fresh electrons streaming along the field lines into a region of instability.
