We solve the cosmological equations when the vacuum term is a scular field associated with a simple global symmetry. One solution describes the universe as an expanding zero energy fluctuation wherein matter with positive energy appears spontaneously. Numerical constraints on H0, Λ(ϱvO and current rate of matter creation are given. A high entropy/baryon ratio is produced by the vacuum ``decay''.
