Daily and monthly total radiation fluxes in the lower atmosphere were studied by using data from Actionometric Monthly (1961-1986). A clear relationship is found between the galactic cosmic ray (GCR) variations and the solar radiation input in the lower atmosphere on different time scales. These relationships are attributed to the cosmic ray effects on the high-level cloud, with particle energies of 1 GeV or less. Statistically significant increases of the total radiation input correlated with Forbush decreases in GCR flux are found at stations with predominating high-level clouds at latitudes of 60-68 deg on the first 1-2 days following the event onset.
