The methods of quantum scattering theory are used to average the collisionless Boltzmann equation over a stochastic-field ensemble. The cosmic-ray transport equation and flux density are obtained for arbitrary anisotropic turbulence in the interplanetary magnetic field (IMF). An equation is derived which gives the relation between the cosmic-ray diffusion tensor and the correlation tensor of the stochastic component of the IMF. The cosmic-ray diffusion tensor is obtained for the case of axisymmetric turbulence.
