A number of theoretical and observational studies suggest that turbulence in the ISM and solar wind is anisotropic, with smooth variations along the background magnetic field and sharp variations perpendicular to the background field. It has been known for some time that turbulence with this anisotropy is ineffective at scattering cosmic rays. In this talk, calculations of the scattering rate ν will be presented for the case in which the turbulence is described by Goldreich & Sridhar's theory of strong shear-Alfvén-wave turbulence. When ν is small compared to traditional estimates based on isotropic turbulence models, an additional mechanism besides wave pitch-angle scattering must be invoked to explain the confinement and isotropization of Galactic cosmic rays. In this talk, the role of molecular-cloud magnetic mirrors in confining and isotropizing Galactic cosmic rays will be discussed.
