A theoretical model is developed to study the modulation of cosmic rays by an interplanetary shock wave, taking into account adiabatic cooling and diffusion recovery after the passage of the wave. It is shown that a self-similar solution with boundary conditions on the moving boundary can describe not only the sharp decrease of cosmic ray intensity, but also the gradual recovery of intensity during a Forbush decrease.
