The cosmic ray intensity increases of August 16, September 29, and October 22 and 24, 1989 are investigated on the basis of data of the Yakutsk facility and neutron supermonitors of cosmic ray stations. The energy spectrum of charged particles of the unique event of September 29, 1989, that were accelerated in the solar flare is determined: it has a power-law form with an exponent of 3.7 +/-0.3 in the 2-100 GeV energy region.
