Scientific paper
Observational data on cosmic-ray anisotropy and on the state and motion of the local interstellar medium are reviewed. Amplitudes and phases of first-harmonic-type cosmic-ray sidereal variations are examined for particle energies of 500 GeV to 100 TeV. It is shown that both the amplitudes and the phases are nearly constant and that the age of 100-GeV cosmic rays is probably about 10 million years. A Galactic origin for cosmic rays with energies of 500 GeV to 100 TeV is tentatively suggested.
