Results of an experimental study tracing the relationship between the amplitude and phase of the diurnal solar variation of cosmic rays are reported. A theoretical explanation of this relationship is given within the framework of a convective diffusion model. Conditions in which the absence of the first harmonic of cosmic ray anisotropy can be observed are discussed. Data on the behavior of the cosmic ray gradient during solar rotation with near-stationary conditions are presented. The data point to the large magnitude and variability of the latitudinal component of the cosmic ray gradient.
