High Energy Physics (HEP) is embarking on a new age of discovery at the cosmic, intensity, and energy frontiers. However, HEP projects are technically complex, have very long lead times, and have significant costs associated with them that are outstripping the internationally available public funding for the field. In the current challenging environment it is crucial to bridge the various science disciplines and agencies to develop both evolutionary and transformative detector instrumentation, as this is our best hope to successfully accomplish the mission of HEP, and for the country to retain its lead in innovation. Various models will be discussed.
