Upper bounds on the magnitudes of spectral distortions of the microwave background radiation are used to constrain the amplitude of perturbations present prior to recombination. These constraints are further used to constrain the index of the initial power spectrum of density perturbations in the isocurvature and adiabatic models. The current and projected limits imposed by the COBE spectral measurements are discussed.
