The experimental data on the isotropic component of the diffuse γ-ray background at energies Eγ>100 MeV are shown to be inconsistent with the explanation of the isotropic x-ray background as due to the inverse Compton effect of secondary electrons (i.e., due to the decay of mesons produced in nuclear collisions) on the 3°K (or 8°K) blackbody radiation. The possibility of the coexistence of a dense intergalactic medium (n0>~10-7 cm-3) and a universal cosmic-ray flux is also examined, in the context of an evolutionary and of a steady-state cosmology, and restrictions are found. The inner-bremsstrahlung explanation of the diffuse x-ray background is found to be not inconsistent with the π0-decay explanation of the diffuse γ-ray background, and a set of useful parameters can therefore be suggested.
