We consider open universe solutions to Einstein gravity in 2+1
dimensions, and conjecture that closed timelike curves do not exist
surrounding a system of spinless particles with timelike total momentum.
We prove this for a general two-particle system, and provide evidence
for the conjecture in the case of N particles.
