A three-parameter model is developed for a particular problem of position determination on the earth's surface by a satellite. A vehicle involved in an accident releases a radio-buoy that transmits a signal of specified frequency; the signal is received by a satellite, which transmits the information to a nearby station that determines the coordinates of the buoy. The parameters of the problem are the latitude of the buoy, the longitude of the buoy, and the systematic error of the measurement of radial velocity.
