Radio Cherenkov emission underlies detection of high energy particles via a signal growing like the particle energy-squared. Many physical scales are involved in calculating the radio emission. We find that simple scaling laws exist which determine much of the physics in different regimes. The classic issues of Fraunhofer and Fresnel zones play a crucial role. The calculated electric fields decompose into a ``factorized'' product of a form factor, characterizing a moving charge distribution, multiplying a general integral depending on the charge evolution. The resulting expressions can be evaluated explicitly in terms of a few parameters obtainable from shower codes, while retaining exact constraints of analyticity. .
