The present quasi-three-dimensional and time-dependent meridional continuity equation for ionospheric F-region ionization takes production, loss, electromagnetic shifts and wind shifts into account, and is coupled with the momentum equation for horizontal neutral winds in order to obtain a self-consistent solution for the effects of neutral winds on the low latitude ionization distribution throughout East Asia. In the second part of this work, the computed meridional winds are compared with similar model winds obtained by previous workers, while the computed foF2 and hmF2 distributions are compared with the experimentally obtained contour plots of Walker and Strickland (1981) and with the measured diurnal variation of foF2 at two locations in East Asia. Computed distributions are all asymmetrical with respect to the magnetic and geographic equators. It is noted that due consideration of the convergence or divergence of the wind along magnetic field lines is essential in the evaluation of neutral wind effects.
