In this study we compare the bottom side and topside ionosphere region parameters measured by the Arecibo Incoherent Scatter Radar with the predictions from the International Reference Ionosphere (IRI) model for the last solar minimum (this period represents the weakest solar minimum since 1928). Previous results show that the predicted electron and ion temperatures from IRI are far away from the measured ISR values during the period in the study. Also, the discrepancies in the height and the density of the peak of the ionosphere increase when those parameters are not provided to the model. The transition height (ht) simulated by IRI is at all times higher than the one obtained by the ISR data for the period in the study. Basically, the time variations predicted by IRI agree qualitatively with the ISR data, however the amplitudes are different for the same altitude, solar flux and day of the year.
