We are analyzing the electronic density (NmF2) in the F region critical frequency (foF2) and peak height (hmF2) obtained from 424 days (242 experiments) bottom side of the incoherent scatter radar (ISR) data recorded at the Arecibo Observatory (18.35o N, 66.75o W - 46.7o dip angles) between 1985 and 2009. In order to study their variability with solar and geomagnetic activity, we are comparing the decimetric solar flux (F10.7cm) and kp indexes. In addition, an empirical model of these parameters was developed (AO model) and its results are compared with the ISR data and International Reference Ionosphere (IRI) model. Previous results show different responses of the NmF2 and foF2 with F10.7cm and kp index variation for equinox, summer and winter seasons. The IRI does not represent the NmF2 well in low solar activity presenting super estimate values. Also, during the summer the IRI is underestimating the peak of the electron density for high solar activity. It registered a long trend variation of the parameters in study with time, i.e., the foF2 presented an increase of the frequency while the hmF2 demonstrated a decrease during the 24 years in study.
