The temporal correlation between substorm activity at high latitudes, positive ionospheric storms at middle latitudes, and the geomagnetic activity effect at low latitudes is investigated. On the basis of five case studies the following sequence of events is derived. In response to substorm activity and with a time delay of 1 to 2 hours, a distinct increase in the height of the ionospheric F2 layer is observed at middle latitudes. There is a good temporal correlation between magnetic substorm activity at high latitudes, daytime positive ionospheric storms at middle latitudes, and the geomagnetic activity effect at low latitudes. The initial phase of positive ionospheric storms propagates with high velocity toward lower latitudes. This velocity is roughly consistent with the time lag of the geomagnetic activity effect at low latitudes. The ionospheric disturbance is a conjugate phenomenon of global extent, and it cannot be explained as an electric field effect. The data are fully consistent with the idea that traveling atmospheric disturbances are responsible for both positive ionospheric storms at midlatitudes and the geomagnetic activity effect at low latitudes.
