Mach argued that inertial forces are due to the interaction with distant matter. Inertial forces appear in the general theory of relativity (GRT) even if the universe is empty. GRT can be reconciled with Mach's principle if an empty universe is regarded as the limiting case of a Robertson-Walker universe in the limit as the mass density becomes vanishingly small.
