On the basis of the mechanism for collective relaxation of unstable auroral electron beams, proposed in a previous paper by this author (Vlasov), a study is made of auroral radio emission. It is shown that only plasma turbulence, generated by precipitating electron beams, can give rise to the measured superthermal HF-radio emission of aurora. Based on a discussion of a variety of mechanisms of conversion of plasma waves into electromagnetic waves the conclusion is drawn that the radio emission on a double plasma frequency predominates. For the measured unstable auroral electron beams a calculation of the intensity and bandwidth of radio emission is performed.
