Neutral winds are a key component of the ionosphere-thermosphere system, and characterizing their systematic response to geospace storm events is essential for interpreting the response of other IT components. We analyze ground-based Fabry-Perot interferometer observations of upper thermospheric (~250 km) horizontal winds derived from Doppler shifts in the 630.0 nm (red line) nightglow. After subtracting out the background quiet-time wind patterns, we examine the residual nighttime perturbation winds as a function of magnetic activity, interplanetary magnetic field, local time and latitude, solar activity, and season. We compare these patterns with those obtained from similar analysis of spaced-based wind measurements.
