Limitations on the energetic interval of the power-law distribution function of relativistic electrons formed in a turbulent plasma reactor caused by the action of Cherenkov effect and ionization losses are determined. The curvature signs of the distribution functions distortions in the region of low energies are defined. The possibility of interpretation of peculiarities in the radiation spectra of cosmic radio sources in the decametric wave-length region is discussed.
