Cosmos-satellite observations of fluxes of ions with Z not less than 6
and energies of 4-20 MeV/nucleon at altitudes of 300-400 km during
1985-1988 are discussed. These observations suggest the existence of
fluxes of trapped ions of anomalous oxygen, which prior to trapping had
a charge Q approximately equal to 1.
