An experimental observation is reported which demonstrates that the belt of high-energy electrons and positrons observed in the Van Allen radiation belt by Gal'per, Grachev, and Dmitrenko (1981) consists primarily of electrons. The experimental results also show that the proton interaction mechanisms are not the governing mechanisms of the Van Allen belt protons with the residual atmosphere. Since the electron intensity is very substantial, there appears to be an effective mechanism for the acceleration of the particles.
