Mars 4, 5, and 7 probes observed a solar cosmic ray event in September 1973 involving a flare-associated increase in cosmic ray intensity with prolonged negative anisotropy. A model for solar cosmic ray propagation in the interplanetary medium is developed which suggests that the rays are screened by regions in the solar equatorial plane and reflected at distances about 2 AU from the sun.
