Intercosmos-19 detected anomalous intensity increases of low-frequency (0.1-16 kHz) emissions near earthquake epicenters. A statistical analysis of the data shows that emissions connected with earthquakes arise at upper-ionosphere altitudes in a zone centered around the epicenter with characteristic dimensions of +, - 3 deg in latitude and +, - 70 deg in longitude.
