It is shown that, at the end of the preparatory substorm phase at Kp = 5+, when the extension of the magnetic field into the tail ends, the precipitation zone of high-energy electrons stops. The explosive phase of a sufficiently intense substorm begins with the inner brightening of the auroral arc, while, in the case of a weak substorm, this phase begins northward of this zone.
