Variations of the index of the rigidity spectrum of galactic cosmic rays gamma within high-velocity streams of the solar wind are examined. It is shown that gamma reaches its minimum at the moment of velocity maximum; its value is then restored to that characteristic for quiet conditions. It is concluded that, in high-velocity solar-wind streams, the cosmic-ray flux at a fixed geocentric distance in the ecliptic plane is lower than in the quiet solar wind, and that this difference increases with increasing plasma velocity in the high-velocity streams.
