Some physical characteristics of the layer of electrons with energy 0,04 - 3 MeV in the transition region between the magnetopause and the bowshock according to data of "Prognoz-3, 4" have been given. Topology of the particle layer, its thickness and intensity of particles were shown to be dependent upon the level of electron intensity at quiet time in the interplanetary space. One of the possible mechamisms of the energetic electron origin in the transition region was assumed to be electron acceleration in the layer of the shift movement of the solar wind plasma near the magnetopause.
