We report the results of our Chandra-ACIS observations and archival analysis of a complete sample of 46 luminous infrared galaxies (LIRGs) with log (Lir/Lsun) > 11.64 (z < 0.08) from the IRAS Revised Bright Galaxy Survey (RBGS). The new Chandra observations are part of the Great Observatories All-Sky LIRGs Survey (GOALS). For the 27 targets with 15ks exposures in Cycle 8, 26 were detected (10-500 cts). For those sources with sufficient cts to determine the shape of their spectra, 6 are clear AGN, and 6 have a soft X-ray spectrum that is not compatible with simple thermal emission. The HX emission (2-7keV) is always more compact than the SX (0.5-2keV); however, there is no clear evidence for a correlation between the hardness ratio, HR=(H-S)/(H+S), and Lir. Analysis of all 46 targets (26+20 archive) shows that nearly all of these LIRGs are underluminous (x2-60) in soft X-rays when compared to the Ranalli et al (2003), Lsx vs. Lir correlation found for nearby starburst galaxies. For the 20 sources with no obvious signature of an AGN, a stacking analysis shows a strong high-ionization 6.7keV FeK emission line, an "Arp 220-like" HX spectrum, and Solar metallicity. However, the strong FeK line is not compatible with the X-ray spectrum of known HMXBs, suggesting that a significant fraction of the Lir could be powered by a heavily obscured AGN.
