The authors consider reasons for the absence of optical or any other identification of gamma-ray bursts (GRB). To reveal their nature an experiment is proposed measuring relative time delays for three spacecraft separated by distances of the order of 1 AU. Under certain conditions there is a hope to achieve in the experiment an accuracy of burst localization as high as 10″ Another experiment, which can be crucial for the problem under consideration, consists in measuring the absorption of soft X-ray radiation (energy range of E < 1 keV) by interstellar medium atoms. Comparing the measured absorption with the column density of hydrogen atoms from the data on the 21 cm line, one can solve the problem of determining the distance to burst sources, thus making identifying either galactic or extragalactic origin. Features of the equipment required for this task are determined.
