Some features of the anomalous component of cosmic rays (ACR), which may be important for a better understanding of an ACR's nature and, therefore, for cosmic ray physics, are considered. The use of an ACR in the study of cosmic ray interaction with interplanetary plasma is discussed. Some characteristics of the Earth's radiation belt, which may be examined with the use of an ACR, are inspected. The main features of scientific instrumentation designed for the research are stated.
