It is shown that Cowling's theorem that fluid motions cannot support an axisymmetic magnetic field does not rule out a dynamo as the cause of the Saturnian magnetic field. A dynamo model is developed for Saturn in which the observed features of the magnetic field are considered but strong differential rotation is not necessarily involved. The dipole, quadrupole, and octupole contributions to the magnetic field are treated as completely axisymmetric, and higher multipoles contributions are possibly nonaxisymmetric. The flow patterns assumed for the model are shown to be consistent with some proposed flow patterns for the earth's interior. The mode with the highest degree of axisymmetry in the model is shown to be the most easily excitable even in the absence of appreciable differential rotation.
