We demonstrate, by combining an improved formalism for calculating the gravitational wave background produced by cosmic string scaling networks with new timing measurements from millisecond pulsars, that the background of gravitational waves today from loop decay in scenarios where loops are relevant for large scale structure, is likely to be in conflict with observations. The implications of this string scenarios for large scale structure formation are discussed.
