The 1979 Intercosmos-19 experiment was carried out several years following the decay of the artificial radiation belt, so the measured distribution function and the radial diffusion coefficients came from the natural electrons. The diffusion coefficients were first estimated in a previous study (Mineev and Elisarov, 1996). Here, a more accurate approximation of the processes under consideration is presented.
