The brightness of the background emission was measured at the Yakutsk and Noril'sk meridional chains of stations equipped with zenith photometers. These measurements are used to analyze the spatio-temporal brightness distribution of the diffuse aurora during the substorm growth phase over a wider geomagnetic-latitude range than studied in [Geomagn. Aeron., 1995]. The background brightness is shown to increase monotonically at the sub- storm activation meridian both near the equatorward and the poleward edge of the diffuse precipitation region. It is shown that both the activation latitude and longitude of a future substorm can, in principle, be determined several tens of minutes before the onset of the expansion phase.
